11:58 a.m. By a vote of 50-48, the Senate confirmed the nomination of Rebecca L. Pennell to be a United States District Judge for the Eastern District of Washington. Senator Manchin voted No. Senators not voting: Braun and Cruz.

10:57 a.m. The Senate is now voting on the Confirmation of the nomination of Rebecca L. Pennell to be District Judge for the Eastern District of Washington

The Senate will convene at 10:00am. Following Leader remarks, the Senate will proceed to Executive Session and resume consideration of the nomination of Rebecca L. Pennell to be District Judge for the Eastern District of Washington, post-cloture.
At approximately 11:00am, the Senate will proceed to two roll call votes relative to the following:

  • Confirmation of the nomination of Rebecca L. Pennell to be District Judge for the Eastern District of Washington.
  • Motion to invoke cloture on the nomination of Amir H. Ali to be District Judge for the District of Columbia.

If cloture is invoked on the Ali nomination, there will be up to two hours of debate on the nomination.
At approximately 3:00pm, if cloture is invoked, the Senate will proceed to a roll call vote on confirmation of the Ali nomination.

Following disposition of the Ali nomination, the Senate will proceed to Legislative session, and Senator Sanders, or his designee, will be recognized to make a motion to discharge S.J.Res.111 (re: tank cartridges sales) from the Foreign Relations Committee. There will be up to 2 hours of debate, equally divided between proponents and opponents, on the motion to discharge.
Upon the use or yielding back of time, the Senate is expected to proceed to three roll call votes in relation to the following:

  • Vote in relation to Sanders motion to discharge S.J.Res.111 (re: tank cartridges sales).
    • (If the motion to discharge S.J.Res.111 is not agreed to, Senator Sanders, or his designee, will be recognized to make a motion to discharge S.J.Res.113 (re: mortar rounds sales) from the Foreign Relations Committee. If the motion is made, the Senate will vote in relation to the motion to discharge.)
  • Vote in relation to Sanders motion to discharge S.J.Res.113 (re: mortar rounds sales)
    • (If the motion to discharge to S.J.Res.113 is not agreed to, Senator Sanders, or his designee, will be recognized to make a motion to discharge S.J.Res.115 (re: JDAMs sales) from the Foreign Relations Committee. If the motion is made, the Senate will vote in relation to the motion to discharge.)
  • Vote in relation to Sanders motion to discharge S.Res.115 (re: JDAMs sales).

There will be up to 2 minutes for debate equally divided prior to each vote respect to a motion to discharge.

If the motion to discharge S.J.Res.115 is not agreed to, Senator Paul, or his designee, will be recognized to make a motion to proceed to the consideration of S.J.Res.117 (re: disapproval of Ukraine loan forgiveness).
There will be up to 1 hour for debate, equally divided, on the motion. Upon the use or yielding back of that time, the Senate will proceed to two roll call votes in relation to the following:

  • Vote in relation to Paul motion to proceed to S.J.Res.117 (re: disapproval of Ukraine loan forgiveness).
  • Motion to invoke cloture on the nomination of Sparkle L. Sooknanan to be District Judge for the District of Columbia.
  • Additional roll call votes with respect to the pending nominations are expected through the evening. A late night is expected.

  2. Brian Murphy for the District of Massachusetts.
  3. Anne Hwang for the Central District of California.’
