6:25 p.m. Senator Schumer moved to adjourn the Senate until November 9, with several intervening pro forma sessions. The chair ruled that the motion required consent consent and was therefore not in order. Mr. Schumer appealed the ruling of the chair. A roll call vote was called.
6:25 p.m. By a vote of 43 to 48, with Republican Collins joining the minority, the resolution disapproving the community reinvestment changes failed.
