Senator Rounds asked for unanimous consent to modify Senator Schatz request to include H.R. 3371/S. 2088. Senator Tillis objected to the modification request. Senator Schatz received consent to add a committee substitute amendment to S. 1322., S. 1322, S. 385, and S. 2862 was passed en bloc by voice vote.
