On Monday September 9th 2024, the Senate will convene at 3:00 p.m. Following Leader remarks, the Senate will resume consideration of the nomination of Adam B. Abelson to be United States District Judge for the District of Maryland.

At 5:30 p.m., the Senate will vote on the motion to invoke cloture on the Abelson nomination.

4:33 p.m. Senator Cornyn spoke on the Senate Schedule. He then confirmed the nomination of Michael Louis Sulmeyer, of California, to be an Assistant Secretary of Defense, by voice vote.

4:35 p.m. Senator Booker started wrap up.

  • The Senate confirmed the nomination of Dafna Hochman Rand, of Maryland, to be Assistant Secretary of State for Democracy, Human Rights, and Labor, by voice vote.
  • Confirmed by Voice Vote en bloc;
    • Cal. #764, John C. Vann to be Rear Admiral for the Coast Guard
    • Cal. #756, Chad M. Cary to be Read Admiral for the Coast Guard
    • And all other nominations at the Secretary’s desk for the Coast Guard.
  • The Senate confirmed the nomination of David O. Barnett, Jr., of New Mexico, to be United States Marshal for the District of New Mexico for the term of four years, by voice vote.
  • S. 211,  SMART Leasing Act, with the committee substitute amendment, was passed by unanimous consent.
  • S. 4235, Reauthorizing Support and Treatment for Officers in Crisis Act of 2024, was passed by unanimous consent.
  • S. 3938, A bill to designate the community-based outpatient clinic of the Department of Veterans Affairs in Lynchburg, Virginia, as the “Private First Class Desmond T. Doss VA Clinic”, was passed by unanimous consent.

3:18 p.m. Senator Cardin spoke about the conflict in Sudan and maternal mental health.

3:15 p.m. Senator Cardin spoke about Captain Eddie Crossman retirement.

3:10 p.m. Senator Wicker spoke about Captain Eddie Crossman retirement from the United States Navy.

2:58 p.m. Senator Whitehouse spoke on the Supreme Court and ethics.

2:52 p.m. Majority Leader Schumer had the first reading of S. 4973, a bill to reassert the Constitutional authority of Congress to determine the applicability of criminal laws.

2:51 p.m. Majority Leader Schumer achieved passage by unanimous consent of S. 4199, JUDGES Act.

2:49 p.m. Majority Leader Schumer filed cloture on the following:
Adam B. Abelson to be United States District Judge for the District of Maryland.
Jeannette A. Vargas to be United States District Judge for the Southern District of New York.

2:48 p.m. The Senate did not invoke cloture on the motion to proceed to H.R. 7024, 48-44.
Republicans voting in favor: Hawley, Mullin and Scott of Florida. Independents voting against: Manchin and Sanders. Democrat voting against in order to reconsider: Schumer.

1:47 p.m. The Senate is now voting on the motion to invoke cloture on the motion to proceed to H.R.7024, Tax Relief for American Families and Workers Act. 

1:45 p.m. Majority Leader Schumer spoke about the American citizens released from Russian and the bipartisan tax bill.

1:31 p.m. Senator Wyden spoke on the tax bill.

1:19 p.m. Senator Crapo spoke on the pending tax bill.

1:15 p.m. Senator Cassidy spoke on nominations to the National Labor Relations Board.

12:59 p.m. Senator Capito and Carper spoke on and achieved passage of S.4367, the Water Resources Development Act of 2024.

12:51 p.m. Senator Warnock spoke on the pending tax bill.

12:43 p.m. Senator Thune spoke on the inflation reduction act.

12:42 p.m. The Senate confirmed the Shea nomination, 59-34. Republicans voting in favor: Budd, Collins, Graham, Hagerty, McConnell, Murkowski, Paul, Rounds, Sullivan, Tillis & Young. Not voting: Fetterman, Hoeven, Menendez, Romney, Scott (SC), Vance & Warner.

11:38 a.m. The Senate is now voting on confirmation of Dorothy Shea to be Deputy Representative to the United Nations, and Deputy Representative in the Security Council of the United Nations.

11:28 a.m. Republican Leader McConnell spoke about the tax bill, the defense appropriations bills and China.

11:09 a.m. Majority Leader Schumer spoke about the bipartisan tax bill, KOSA/COPPA, AI legislation, VA medical centers, and Project 2025.

11:00 a.m. The Senate convened.

The Senate will convene at 11:00 a.m. and following any Leader remarks will resume consideration of Executive Calendar #582 Dorothy Shea to be Deputy Representative to the United Nations, and Deputy Representative in the Security Council of the United Nations.

At approximately 11:30 a.m., the Senate will vote on confirmation of the Shea nomination.

The Senate will then resume legislative session to resume consideration of the motion to proceed to Cal. #349, H.R.7024, Tax Relief for American Families and Workers Act. 

At approximately 1:45pm the Senate will vote on the motion to invoke cloture on the motion to proceed.
