Following Leader remarks, the Senate will resume consideration of the motion to proceed to Calendar #365, H.R.7888, to reform the Foreign Intelligence Surveillance Act of 1978.
Senators should be at their desks on the Senate floor at 1:00pm for a live quorum. Once a quorum is established, the Senate will proceed to consideration of the articles of impeachment against Alejandro N. Mayorkas, Secretary of Homeland Security. Senator Grassley will administer the oath to the President Pro Tempore, Senator Murray. Senator Murray will administer the oath to all Senators in the Chamber in conformance with Article I, section 3, clause 6 of the Constitution, and the Senate’s impeachment rules. The Clerk will call the names in groups of 4, and Senators will present themselves at the desk to sign the oath book.

The Senate will convene at 10:00 a.m. Following Leader remarks, the Senate will resume consideration of the nomination of Ramona Villagomez Manglona to be Judge for the District Court for the Northern Mariana Islands for a term of ten years, post-cloture.
At 11:30 a.m. – 2 votes:
- Confirmation of the Manglona nomination.
- Motion to proceed to Legislative Session.
At 2:00 p.m., the Sergeant at Arms is expected to present the managers on the part of the House of Representatives to conduct proceedings on behalf of the House concerning the impeachment of Alejandro Nicholas Mayorkas, Secretary of Homeland Security. Senators should be seated at their desks prior to 2:00 p.m.
The Sergeant at Arms will escort the managers to the well of the Senate and then make the proclamation “Hear ye! Hear ye! Hear ye! All persons are commanded to keep silent, on pain of imprisonment, while the House of Representatives is exhibiting to the Senate of the United States an article of impeachment against Alejandro N. Mayorkas, Secretary of Homeland Security”.
The managers will read the text of H.Res.995, on appointment of the House Managers, and the text of H.Res.863, the Articles of Impeachment, and then request leave to withdraw.
Additional roll call votes are possible during Tuesday’s session.
As a reminder, at a time to be determined by the Majority Leader in consultation with the Republican Leader but no later than Friday, April 19, 2024, the Senate will proceed to the consideration of S.4072 (Tailpipe emissions). There will be up to 2 hours for debate, equally divided. Upon the use or yielding back of time, the Senate will vote on passage of the bill, with 60-affirmative votes required for passage.
