Senators not voting: Barrasso, Boozman, Cantwell, Cassidy, Cotton, Fetterman, Graham, Lujan, Moran, Risch, Rubio, and Scott (SC).
5:27 p.m. The Senate began a roll call vote on the motion to invoke cloture on the nomination of John. A. Kazen to be United States District Judge for the Southern District of Texas.
4:48 p.m. Senator Cornyn spoke on the national security supplemental.
4:43 p.m. Senator Stabenow paid tribute to former senator Herb Kohl.
4:08 p.m. Senators Baldwin, Klobuchar, Merkley, and Wyden paid tribute to former senator Herb Kohl who recently passed away.
3:40 p.m. Senator Durbin spoke on immigragration.
3:22 p.m. Republican Leader McConnell spoke on government funding and national security.

The Senate will convene at 3:00 p.m. and following any leader remarks will resume consideration of the nomination of John Kazen to be United States District Judge for the Southern District of Texas.
At approximately 5:30 p.m. the Senate will vote on cloture on the Kazen nomination.
Cloture has also been filed on the following nominations:
1. Jose Rodriguez to be an Assistant Secretary of Labor.
2. Joseph Goffman to be an Assistant Administrator of the Environmental Protection Agency.
3. Kato Crews to be United States District Judge for the District of Colorado.
4. Karoline Mehalchick to be United States District Judge for the Middle District of Pennsylvania.
Unanimous consent time agreements:
1. The Senate received the veto message from the President with respect to S.J.Res.32. At a time to be determined prior to January 31, 2024, there will be up to two hours for debate equally divided prior to the Senate proceeding to a roll call vote on passage of S.J.Res.32, the objections of the President to the contrary notwithstanding.
2. At a time to be determined by the Majority Leader in consultation with the Republican Leader, no later than January 31, 2024, if S.J.Res.50, a joint resolution providing for congressional disapproval of the rule submitted by the Securities and Exchange Commission relating to “Cybersecurity Risk Management, Strategy, Governance, and Incident Disclosure” is discharged from the Committee on Banking, Housing, and Urban Affairs, it is in order for Senator Tillis or his designee to move to proceed to the consideration of S.J.Res.50. If the motion is agreed to, there will be up to 10 hours of debate and the Senate vote on passage of the Joint Resolution.
